Established in 1970 under the Companies Act 1965, this organization was founded to provide educational support and aid to the underprivileged yet promising individuals in the state of Selangor, Malaysia. Its primary objective is to enhance human capital development through various educational programs and initiatives. The organization operates multiple hostels and educational centers, offering scholarships, study loans, and specialized programs to students from diverse backgrounds. By focusing on lifelong learning and community development, it aims to contribute to the overall prosperity of the state and the nation.

Project Approach

The primary objective of the project was to increase overall productivity by 25% across key departments, including procurement, human resources and administration, IT, and finance. The business health check project, conducted over four weeks, involved a team of 10 Change Agents and three consultants who carried out various studies across departments to assess productivity and operational efficiency. The team conducted a workload analysis to gauge work volume and capacity utilization in each department. Additionally, a "Day in the Life Of" (DILO) study was performed, where selected employees were observed to understand daily tasks, and departmental meetings were evaluated for effectiveness. Under the guidance of the consultants, the Change Agents mapped out the Target Operating Model for each department, providing a comprehensive view of departmental operations and helping the CEO identify missing activity loops. The team also worked with the PMO to review and optimize Standard Operating Procedures (SOPs) to ensure alignment with practices on the ground, and developed Service Level Agreements (SLAs) to further streamline operations.

Project Approach The project approach is centered on a thorough and systematic evaluation of operational gaps across several key departments, including Pendidikan & Penyelidikan, Bahagian Pembangunan Sosial, Kewangan, Pentadbiran, and Projek & Pembangunan. The analysis is conducted using the six pillars of operational excellence—strategy, processes, performance, people, leadership, and culture—to ensure a holistic view of current challenges and inefficiencies within each department. Once the gaps are identified, the next phase of the project focuses on implementing tailored, effective operating models within the relevant departments. These models are designed to address the specific needs and challenges of each department, with the goal of streamlining processes, improving performance, and optimizing resource utilization. This phase will also involve a review of existing workflows and processes to ensure alignment with best practices and operational excellence standards. In parallel, the project will involve the redesign of departmental targets and operational planning. This will include adjusting objectives to better align with the organization’s broader strategic goals, ensuring that all departments are moving in the same direction towards achieving organizational success. The revised targets will focus on measurable outcomes and will be supported by clear, actionable plans that enhance accountability and performance tracking across the organization. Ultimately, this comprehensive approach aims to create a more efficient, aligned, and agile organization, driving long-term growth and sustainable success.
